Chinese regulators have withdrawn the environmental assessment acceptance notice for Contemporary Amperex Technology Co. Ltd.’s Jianxiawo lithium mine in Jiangxi province, sending the project back into the environmental review process and delaying the return of one of China’s largest planned sources of mined lithium.
The Yichun Municipal Ecology and Environment Bureau revoked the proposed “acceptance publicity” for the mine’s environmental impact assessment after public feedback questioned the website used during an earlier stage of disclosure, according to reporting by Benchmark Mineral Intelligence and Chinese regulatory notices cited by industry media.
The decision does not represent a final rejection of the project. It means the environmental review cannot proceed to technical assessment until the public-participation process is corrected, verified and republished. The timing adds another regulatory hurdle for CATL as lithium producers and battery manufacturers prepare for a market that could move closer to balance in 2026.
Environmental review withdrawn after disclosure questions
The Jianxiawo project, also known as the Zhenkouli-Jianxiawo lithium mining project, is operated through a CATL subsidiary in Yichun, Jiangxi. The deposit is a lepidolite resource, a hard-rock lithium ore that has become an important part of China’s domestic battery-materials supply chain.
According to Benchmark, regulators withdrew the environmental impact assessment’s acceptance publicity after receiving public complaints about the platform used for the earlier disclosure stage. Chinese environmental rules require public participation and accessible disclosure as part of the EIA process.
The bureau said the acceptance publicity would be withdrawn while the relevant procedures were verified and rectified. A new notice must be issued before the project can advance through the next stage of review.
That distinction is important for operators and investors. CATL has not simply lost a mining license, but the project cannot return to sustained production without completing the required environmental approvals. The regulatory setback therefore affects the project’s operating timeline even as other permits remain in place.
The Reuters report on Jianxiawo said the mine remained closed pending environmental approval. CATL has said it will cooperate with the government’s procedures, according to Chinese media reports cited by Benchmark.

Processing capacity will remain idle until the mine clears the revised environmental pathway.
Jianxiawo remains in care and maintenance
The project’s regulatory problems follow an earlier suspension.
Jianxiawo’s previous mining license expired on Aug. 9, 2025, resulting in a full halt to operations. CATL later obtained a new license in November 2025 that is valid through Nov. 27, 2047, according to information compiled by Benchmark.
The project also received land pre-approval and site-selection opinions in June 2026, followed by a safety production permit later that month. Those steps suggested that the mine was moving toward a controlled restart, but they did not replace the need for environmental approval.
As of early August, the mine was reportedly in maintenance and care-and-maintenance status, with no regular ore transportation or crushing activity. Benchmark also reported a brief and informal restart in July that was followed by more than 70 formal complaints, including concerns connected to the project’s tailings facilities.
The exact sequence of the land-use and environmental decisions remains subject to further regulatory clarification. Some reports have said that a land-use pre-approval and site-selection permit was later canceled at CATL’s request, potentially requiring that process to begin again.

Supply forecast cut for 2026
Jianxiawo has been described by Benchmark as China’s largest lithium mine by capacity. Its importance comes not only from the size of the deposit but also from CATL’s position as one of the world’s largest battery manufacturers.
The project was expected to contribute materially to China’s domestic lithium supply. Benchmark has cut its forecast for Jianxiawo’s 2026 mined output to approximately 32,000 tonnes of lithium carbonate equivalent, from an earlier estimate of 62,500 tonnes.
The research firm still expects potential output of around 99,000 tonnes LCE in 2027, assuming environmental and land-use approvals are resolved and the mine can operate at planned capacity.

The revised estimate implies that the mine could deliver roughly half of its previously expected 2026 output. If the environmental assessment extends into the fourth quarter or 2027, stable full-capacity production during 2026 becomes increasingly unlikely.
The reduction is not large enough on its own to determine global lithium prices. The market includes a broad range of brine, hard-rock and conversion projects, and output from other producers can offset part of the shortfall. But the delay removes some expected Chinese lepidolite supply at a time when analysts are divided over whether the lithium market will remain in surplus or move toward a deficit.
Skillings’ lithium price forecast for 2026 places the broad planning range for battery-grade lithium carbonate at approximately US$18,000–25,000 per tonne in a base case, with lower prices possible if new supply arrives on schedule and higher prices possible if project delays compound.
Jianxiawo is therefore best understood as a supply-risk factor rather than a standalone price catalyst. Its delayed output could tighten China’s domestic raw-material balance, particularly if demand from electric vehicles and battery energy storage remains strong.
Why the permit issue matters for ESG compliance
The Jianxiawo case also highlights how mining ESG compliance in 2026 is becoming more closely tied to permitting execution.
Environmental, social and governance requirements are often discussed in terms of emissions, water consumption and tailings safety. Regulators are increasingly examining the quality of the process used to establish those controls, including whether affected communities received legally compliant information and a meaningful opportunity to comment.
For mining companies, public consultation is not simply a communications exercise. It can affect whether an environmental assessment advances, whether a project must repeat procedural steps and whether lenders and customers view the development as permit-ready.
The reported concerns around Jianxiawo’s disclosure platform are procedural, but the consequences are operational. A defective or disputed consultation process can delay mine commissioning, equipment deployment, workforce planning and contracted supply.
Tailings management is another material issue. Benchmark reported that complaints following the brief July restart included concerns related to an unresolved tailings pond dispute. Regulators have not characterized the project as permanently noncompliant, and the available reports do not establish the outcome of those complaints. However, the episode shows why tailings design, water management and disclosure must be addressed before production begins.

Implications for operators and investors
The immediate effect of the decision is a longer and less certain restart timeline. For CATL, that may increase reliance on external lithium suppliers or other upstream assets while Jianxiawo remains idle.
For the wider mining sector, the case offers several practical signals.
Permits must be treated as linked systems
A mining license, safety permit and land approval do not eliminate the need for a completed environmental review. Project schedules should reflect the dependencies between those approvals rather than treating each permit as an independent milestone.
Public participation can become schedule-critical
A compliant public disclosure process must be planned alongside engineering and construction work. If regulators determine that an earlier consultation was inadequate, the project may have to repeat public notices, technical reviews or other procedural steps.
Tailings and water management remain central
For lepidolite projects, environmental scrutiny can extend beyond the mine pit to ore processing, chemical conversion, water use and tailings storage. Operators that provide clear monitoring data and credible mitigation plans may reduce the risk of late-stage regulatory disruption.
Supply assumptions require a risk discount
Battery manufacturers and investors should distinguish between licensed capacity, permitted capacity and operating production. Jianxiawo’s experience shows that a project can hold several important approvals while remaining unable to deliver regular ore.
Lithium supply outlook remains dependent on execution
CATL’s Jianxiawo project is not the only variable in the 2026 lithium market, but its delay reinforces a broader trend: planned supply does not enter the market simply because a resource is large or a company has secured strategic backing.
The revised forecast of 32,000 tonnes LCE for 2026 reduces expected Chinese supply from the project, while the possibility of a return to approximately 99,000 tonnes in 2027 depends on the completion of environmental and land-use procedures.
For the lithium price forecast in 2026, the key question is whether other producers can replace the delayed volumes before demand growth draws down inventories. For mining ESG compliance in 2026, the Jianxiawo case shows that regulators are evaluating not only the environmental plan itself but also the transparency and legality of the process used to approve it.
A sustained restart will depend on CATL completing the revised assessment, addressing public concerns and securing the remaining approvals. Until then, Jianxiawo should be treated as a delayed supply source rather than an operating mine.
