JX Advanced Metals (TSE: 5016) is betting big on urban mining and a new “green hybrid smelting” model to safeguard margins and secure critical minerals for Japan’s technology industries. The company announced a ¥7 billion ($47 million) investment to expand its recycling pre-treatment capacity by 50% by fiscal 2027, marking a strategic departure from reliance on traditional copper concentrates.
Urban Mining as Industrial Policy
With concentrate margins collapsing due to China’s aggressive smelting expansion, Japanese smelters are under pressure to diversify feedstock. For JX, the answer lies in urban mining — extracting valuable metals such as cobalt, indium, palladium, and rare earths from low-grade e-waste and scrap materials.
Japan imports more than 90% of its primary mineral inputs, leaving it vulnerable to geopolitical supply shocks. By raising recycling volumes, JX aims to secure stable flows of critical minerals essential to semiconductors, EV batteries, and renewable energy infrastructure. Several of these minerals, including cobalt and rare earth elements, are officially designated as “critical” by both Japan’s Ministry of Economy, Trade and Industry (METI) and the U.S. Department of Energy.
“Ensuring stable procurement of critical minerals is no longer just an ESG agenda item — it is a matter of national security,” JX said in a statement.
What Is Green Hybrid Smelting?
Alongside its recycling push, JX is developing a green hybrid smelting process. The model reduces reliance on copper concentrates — which face tightening supply and falling treatment charges — by substituting a higher proportion of recycled feedstock.
This approach is designed to cut carbon emissions from smelting, improve profitability, and align with global decarbonization goals. Hybrid smelting also supports copper resource circulation, a priority for Japan’s 2050 net-zero strategy.
Industry analysts note that hybrid smelting could be a defining innovation for Asia’s copper sector. Unlike traditional smelters that depend on miners for steady concentrate supply, hybrid facilities can adapt more flexibly to fluctuating global markets.
Global Context: Recycling Race Intensifies
The shift is not isolated to JX. Competitors like Mitsubishi Materials and Dowa Holdings are also expanding e-waste recycling capacity. In South Korea, LS MnM is pursuing partnerships with Southeast Asian scrap processors to strengthen critical minerals access.
Globally, the International Copper Association projects that secondary copper production will account for nearly 30% of supply by 2030, up from 20% today. For Japan, with limited domestic mining resources, recycling is emerging as both a profitability hedge and a supply-chain imperative.
