₹1,500-crore incentive to recover lithium, cobalt, and nickel from discarded electronics
India e-waste recycling has entered a new phase as the government launches an ambitious ₹1,500-crore incentive scheme to recover critical minerals from discarded electronics and used batteries. Approved by the Union Cabinet on September 3, 2025, the initiative—spearheaded by the Ministry of Mines under the National Critical Mineral Mission—aims to reduce import reliance by turning electronic waste into a valuable domestic resource.
According to official data, India produces about 1.75 million tonnes of e-waste every year, ranking third globally after China and the United States. In parallel, around 60 kilotonnes of spent lithium-ion batteries (LIBs) are generated annually, a figure expected to rise sharply with EV adoption and digital consumption. Much of this material, however, remains trapped in the informal sector or is exported as “black mass,” depriving the country of critical mineral value.
Formalising India’s e-waste recycling ecosystem
The India e-waste recycling scheme directly tackles this issue by rewarding companies that perform full-cycle recovery and purification of metals such as lithium, cobalt, and nickel within the country. Incentives are capped at ₹50 crore for large recyclers and ₹25 crore for small and medium enterprises, ensuring widespread participation while maintaining accountability.
Guidelines were released on October 2, 2025, and applications opened the same day—an unusually swift implementation. Eligible feedstock includes e-waste, spent LIBs, catalytic converters, and other scrap containing critical minerals. The 2025-26 Union Budget further boosted recycling capacity by removing customs duties on imported LIB scrap, giving domestic recyclers access to global supply streams.
Over the next few years, the Extended Producer Responsibility (EPR) framework will strengthen collection channels by mandating producers to collect and recycle end-of-life products through certified partners.
Technology driving India e-waste recycling efficiency
Hydrometallurgy and solvent-extraction techniques are at the heart of the India e-waste recycling programme. These technologies dissolve metals in aqueous solutions and recover them selectively, offering lower emissions and higher yields than traditional pyrometallurgical methods.
The Indian Institutes of Technology (IITs) and Council of Scientific and Industrial Research (CSIR) laboratories have developed indigenous recycling technologies tailored for local conditions. “If India can localise low-energy, low-emission hydrometallurgical processes, the economics of urban mining could rival conventional ore mining within a decade,” says Dr Anand Subramaniam, metallurgical engineer at CSIR-NML.
Academic-industry partnerships are also being formed to train new specialists in waste logistics, mineral recovery, and process engineering—building the human infrastructure required for long-term success.
Integrating the informal workforce into formal e-waste recycling
Nearly 90 percent of e-waste collection in India occurs through informal networks. Bringing these workers into the formal India e-waste recycling value chain is critical. The scheme includes tiered incentives for dismantlers, crushers, and shredders that supply certified metal extractors, creating a structured pipeline from collection to recovery.
Analysts caution that without such inclusion, formal recyclers could face feedstock shortages while informal operators continue unchecked, undermining environmental standards.

Improper handling of electronic waste pollutes groundwater with lead, mercury, and cadmium, and burning plastics for metal recovery emits hazardous fumes. By pushing for India e-waste recycling under regulated conditions, the government expects to cut pollution while creating a ₹20,000-crore circular-economy industry by 2030.
Officials forecast 40,000 tonnes of recovered critical-mineral concentrates once the scheme matures. The effort aligns with India’s clean-energy transition goals, ensuring domestic access to materials essential for EVs, solar panels, and battery storage.
This policy also complements international partnerships such as the U.S.–India Critical Minerals Partnership and Australia’s resource-security pacts, both designed to diversify global mineral supply chains.
Private-sector response to India’s recycling incentives
Indian recyclers like Attero Recycling, Lohum Cleantech, and Tata Chemicals already operate pilot-scale facilities for lithium-cobalt recovery. The new incentive scheme strengthens business confidence, improving the economics of scale-up projects.
Recycling clusters in Gujarat, Tamil Nadu, and Maharashtra—supported by ports and industrial infrastructure—are expected to emerge as regional hubs for India e-waste recycling and black-mass refining.
Global context: India joins the recycling race
Across the world, recycling of energy-transition minerals is being institutionalised. The EU Critical Raw Materials Act mandates EV-battery recycling quotas, while the U.S. Inflation Reduction Act offers tax credits for domestically recycled materials. India’s ₹1,500-crore plan mirrors these frameworks while addressing local realities—a vast informal waste economy and limited refining capacity.
Through fiscal incentives, R&D, and regulation, New Delhi is betting that India e-waste recycling can leapfrog conventional mining by turning waste streams into high-grade feedstock for its energy-transition ambitions.
