Beijing Grants Private Firms Licenses to Process Complex Copper Concentrates, Aiming to Secure Critical Supply for Expanding Smelting Industry

China, the world’s largest copper consumer, has taken a significant step to address a growing supply shortage by permitting private companies to blend copper concentrates within the country. This policy shift comes as China contends with rising costs and limited availability of high-grade copper concentrate, essential for the country’s burgeoning copper smelting sector.
Sources familiar with the policy confirmed that China recently issued licenses to at least three private firms, allowing them to blend complex and more pollutant-laden copper concentrates domestically. This marks a notable departure from previous regulations, which restricted such activities to state-owned enterprises.
A Shift in Import Policy for Copper Blending
Historically, China’s stringent import regulations limited its access to a variety of copper concentrates, particularly those containing high levels of impurities like arsenic. Only around 20% of global copper concentrate meets China’s direct import standards, forcing the country to rely on overseas processing and imports to meet demand.
Previously, only state-owned companies were permitted to import and blend complex copper concentrates within China. Foreign traders had to blend these materials in other countries, including South Korea, Malaysia, and Taiwan, before exporting to Chinese smelters. However, as copper concentrate shortages grow, China’s recent policy adjustment aims to widen access to these materials. Three people familiar with the matter have confirmed the shift, with the Liaoning provincial government announcing the approval of a new blending site at the Dalian port on November 1.

Mounting Supply Shortages Hit China’s Smelting Industry
China’s rapid growth in copper smelting capacity has led to a global shortage of copper concentrates, pushing up raw material costs and forcing production slowdowns. Several Chinese smelters have paused operations as a result, with Tongling Nonferrous delaying its new plant’s launch to late 2025. Adding to the urgency, China is expected to bring 3.2 million tons of new smelting capacity online over the next five years.
The global copper market is already strained, as demand from electrification and green technologies escalates, both of which heavily rely on copper. “China’s relentless growth in smelting capacity is now encountering a bottleneck due to concentrate shortages,” said Zhuo Guiqing, an analyst at CRU Group, a global metals consultancy.

With licenses to blend concentrates with higher pollutant levels, private firms in China can now access raw materials that were previously off-limits.
