In a direct challenge to Beijing’s near-monopoly on critical mineral processing, Washington is expanding its resource footprint into East Africa. The U.S. International Development Finance Corporation (DFC) has thrown its financial weight behind the Ampasindava rare earths project in Madagascar, operated by Harena Rare Earths. This strategic bet marks a calculated pivot into a region where Chinese state-backed enterprises have spent decades consolidating control over mining concessions and refining infrastructure.
Yet, as the financial backing underscores Washington’s long-term ambitions, it collides with an immediate industrial reality: the United States is rapidly running out of time. With a hard-nosed U.S. Department of Defense procurement deadline looming on January 1, 2027, to completely purge Chinese-origin rare earth magnets from defense supply chains, projects in Madagascar will not produce maiden commercial tonnages until 2028. This temporal mismatch highlights the immense friction Western governments face as they attempt to decouple from a supply chain that took thirty years to build.
The 2027 Supply Crunch: Policy Versus Industrial Reality
The friction between Washington’s policy mandates and the hard-nosed realities of mine development is growing increasingly acute. Under current U.S. defense acquisition rules, starting January 1, 2027, prime contractors are prohibited from sourcing rare earth permanent magnets from China, Russia, Iran, and North Korea.
Recent assessments from policy institutes, including the Center for Strategic and International Studies (CSIS), indicate that unless significantly more non-Chinese separation and magnet-sintering capacity comes online rapidly, full compliance will prove exceedingly difficult. China currently controls over 90% of global rare earth processing capacity, dominating everything from upstream extraction to heavy rare earth separation and the production of neodymium-iron-boron (NdFeB) magnets.

Beijing has capitalized on this structural dominance. In response to Western trade restrictions, Chinese regulators have tightened export controls, implemented strict quota management on critical minerals, and restricted the export of proprietary refining technologies. For defense planners and industrial buyers, these restrictions turn every delay in alternate project development into a strategic vulnerability.
Madagascar’s Ampasindava Deposit and the DFC Calculus
It is within this high-stakes environment that Harena Rare Earths’ Ampasindava project in northwestern Madagascar assumes outsized importance. Defined by a robust pre-feasibility study (PFS) released in January 2026, the deposit hosts a massive mineral resource of 699 million tonnes grading 868 ppm Total Rare Earth Oxides (TREO). The resource contains significant quantities of magnet-related rare earth oxides (MREO) such as neodymium, praseodymium, dysprosium, and terbium: elements vital for high-performance electric motors and defense guidance systems.
The DFC’s early-stage financial commitment: totaling approximately $4.84 million: is specifically designed to fund technical de-risking, environmental studies, and pilot-scale operations ahead of a definitive feasibility study (DFS) and a Final Investment Decision (FID).
However, project timelines dictate that Ampasindava will serve as a medium-term structural solution rather than a quick fix for the 2027 mandate:
- Licensing Milestones: Harena is currently progressing through Madagascar’s regulatory framework, working to convert its exploration holdings into a full exploitation permit under the country’s updated mining code.
- Demonstration Phase: A proof-of-concept demonstration plant is slated for validation trials through late 2026 and early 2027.
- Construction and First Production: Construction is targeted to begin following FID in late 2027, with maiden mixed rare earth carbonate (MREC) production expected by mid-2028.
While these milestones will not satisfy the immediate 2027 defense procurement bans, they represent the exact type of allied-backed resource development necessary to build redundancy into global mineral flows beyond the decade’s end.
The Broader Landscape: Lithium Delays and Export Control Pressures
The strategic maneuvers in Madagascar do not occur in a vacuum. They run parallel to broader disruptions across critical mineral procurement circuits. Notably, the U.S. Defense Logistics Agency (DLA) has faced procedural delays and rescheduled timelines for a major $300 million lithium procurement tender designed to bolster the National Defense Stockpile.

These procurement hiccups coincide with aggressive trade countermeasures from Beijing. Recent trade ministry actions, including export licensing restrictions targeting fourteen European companies and tightening oversight on gallium, germanium, graphite, and antimony, have reinforced the urgency of diversifying supply chains across Africa, Latin America, and Australia.
For resource-rich African nations, this geopolitical rivalry creates both opportunity and regulatory evolution. Madagascar’s government, having lifted a long-standing moratorium on new mining licenses, has concurrently restructured its regulatory framework. Under the revised mining code, royalty rates on exported mineral resources have been raised from 2% to 5%, allowing the host nation to capture greater fiscal value from its mineral endowment while partnering with Western development finance institutions.
Strategic Implications for Global Supply Chains
The entry of Western development capital into Madagascar’s rare earth sector signals a permanent shift in how mining projects are financed and evaluated. Traditional commercial lenders have historically shied away from the high capital expenditures and complex metallurgy associated with ionic clay rare earth deposits in emerging jurisdictions. By stepping in with concessional and strategic capital, the DFC is lowering the cost of capital for assets that carry critical geopolitical utility.

For industrial operators, the message is clear. Relying solely on market forces to re-shore or friend-shore critical mineral supply chains has hit structural limits. As the 2027 deadline approaches, procurement managers across the automotive, aerospace, and defense sectors are being forced to restructure offtake agreements years in advance, securing future volumes from projects that are still on the drawing board.
Ampasindava may not deliver refined oxides in time to avert the initial 2027 compliance crunch, but its advancement under U.S. backing illustrates that the battle for the world’s technological future is increasingly being fought in the red soils and clay deposits of the African continent.
