Thirty-seven miners died from toxic gas exposure at an underground mining site in Nigeria’s Plateau State on Feb. 18, marking one of the deadliest mining incidents in the country’s recent history. Another 26 sustained injuries, with 27 survivors receiving treatment for severe respiratory distress.
The deaths occurred in the early morning hours at a mine in Kampani Zurak in the Wase Local Government Area. The miners, aged between 20 and 35, were working in confined, poorly ventilated underground tunnels when they were exposed to a sudden discharge of toxic gases.
That’s not an isolated incident. It’s a symptom of a larger structural problem.
What Happened Underground
The miners inhaled a lethal combination of carbon monoxide, lead oxide, and sulfur that accumulated during peak mining operations. According to Nigeria’s Minister of Solid Minerals Development Dele Alake, the workers were unaware of the hazardous nature of the emissions and continued working until they became ill.
The site was an abandoned area where stored minerals were prone to releasing toxic gases. Police reports indicated preliminary findings revealed the victims were suffocated in the confined environment. By the time symptoms became severe, it was too late for many.

Carbon monoxide is odorless and colorless. In underground mining environments with poor ventilation, it accumulates rapidly. The gas binds to hemoglobin in the blood more effectively than oxygen, causing cellular hypoxia. Victims lose consciousness before they realize they’re in danger.
Lead oxide and sulfur compounds add another layer of toxicity. Lead oxide, when inhaled, causes immediate respiratory irritation and can lead to acute lead poisoning. Sulfur gases, depending on concentration and form, cause chemical burns to the respiratory tract.

Nigeria has been attempting to address illegal gold and other mineral mining operations that have killed hundreds of people in recent years. The government launched the Presidential Artisanal Gold Mining Development Initiative in 2020, aimed at formalizing the sector and improving safety standards.
Progress has been slow. The informal nature of these operations makes regulation difficult. Many sites operate in remote areas with limited government oversight. Local communities depend on the income, creating resistance to shutdown orders.

West Africa’s mining safety record varies significantly by country and operation type. Large-scale industrial mining operations, typically foreign-owned, maintain international safety standards. Artisanal and small-scale mining operations, which dominate in countries like Nigeria, Ghana, and Burkina Faso, operate with minimal safety infrastructure.

Ghana’s Minerals Commission has implemented a more structured approach to artisanal mining, including designated mining zones and mandatory safety training. The results have been mixed, but formalization efforts have reduced some of the most dangerous practices.
Nigeria’s approach has focused on licensing reform and enforcement against illegal operations. The challenge is scale. With thousands of informal sites and limited regulatory capacity, enforcement remains sporadic.
The Economic Community of West African States has mining standards that member countries are supposed to adopt. Implementation varies. Nigeria ratified the protocols but enforcement at the local level remains inconsistent.
The Ventilation Problem
Underground mining requires active ventilation systems to prevent the accumulation of toxic gases. Industrial operations use forced-air ventilation, gas monitoring systems, and emergency evacuation protocols.
Artisanal operations typically have none of these. Miners dig tunnels following mineral veins without engineering input. Natural ventilation through shafts is assumed to be sufficient. It’s not.
Carbon monoxide, being slightly lighter than air, does dissipate under ideal conditions. But in dead-end tunnels, low-lying pockets, and during certain weather conditions, it accumulates. Without active monitoring, miners enter hazardous atmospheres unknowingly.
The equipment isn’t expensive by industrial standards. Personal gas detectors cost $200-$500. Basic ventilation fans can be set up for a few thousand dollars. But for operations working on thin margins with uncertain property rights, that investment doesn’t happen.
What This Means for Nigeria’s Mining Sector
The Feb. 18 incident will likely accelerate calls for more aggressive enforcement against illegal mining operations. The government faces pressure to demonstrate that it’s taking safety seriously.
But enforcement alone doesn’t solve the underlying economic reality. Artisanal mining exists because people need income and formal opportunities are limited. Shutting down sites without providing alternatives simply pushes operations deeper underground, literally and figuratively.
The Ministry of Solid Minerals Development has indicated plans to expand formalization programs. That includes streamlined licensing for small-scale operations, mandatory safety training, and community-based monitoring systems.
Implementation will determine whether this becomes another initiative that exists on paper or actually changes conditions on the ground. The track record suggests skepticism is warranted.
The Broader Context
Mining fatalities in developing countries remain disproportionately high compared to industrialized nations. The International Labour Organization estimates that mining accounts for about 1% of the global workforce but 8% of fatal workplace accidents.
Artisanal and small-scale mining operations account for the majority of these deaths. Lack of training, inadequate equipment, and minimal regulatory oversight create predictable outcomes.
The tragedy in Plateau State isn’t unique. Similar incidents occur regularly across sub-Saharan Africa, Southeast Asia, and Latin America. Each incident prompts temporary attention, investigations, and promises of reform. Structural change remains elusive.
For Nigeria specifically, the incident highlights the gap between the country’s mining potential and its current reality. The government wants to increase mining’s contribution to GDP. That requires attracting investment. Investment requires stability and safety standards that inspire confidence.
Thirty-seven deaths in a single incident undermine that narrative. International mining companies evaluate regulatory risk and safety culture when making investment decisions. Widespread illegal operations with minimal safety standards signal weak institutional capacity.
What Happens Next
The investigation into the Feb. 18 incident will take months. Determining exact gas concentrations, ventilation conditions, and operator responsibilities requires technical analysis. Whether that leads to prosecutions or systemic reforms remains uncertain.
