The U.S. Department of Energy has launched a $16 million competition to expand the country’s mining and critical-minerals workforce.
DOE estimates that the United States will need about 6,000 new engineers in the mining sector over the next decade. The figure highlights a workforce gap that could constrain the industry’s ability to expand its technical capacity.
The PROSPECT Planning Prize will give each selected university up to $1 million. The funding will support plans for education, training, upskilling and hands-on learning across critical-minerals careers.
The prize is part of DOE’s broader $100 million PROSPECT initiative. Its near-term goal is to double the number of graduates with degrees and credentials related to mining, minerals and associated supply-chain technologies within two years.
A Small Mining Engineering Pipeline
The size of the existing education pipeline helps explain the focus on universities.
A National Academies workshop report found that 14 U.S. mining engineering programs graduated 162 students in 2023. Those programs had 590 undergraduate students enrolled that year, down from 1,449 in 2015.
The same report cited an estimated U.S. requirement of 400 to 600 mining engineering graduates a year at the time. China’s 45 mining engineering programs, by comparison, were graduating about 3,000 students annually.
DOE’s current estimate measures something different. The department expects the United States to need about 6,000 new mining-sector engineers over the next 10 years.
The figures therefore should not be treated as a direct year-to-year comparison. The 162 figure is a historical annual graduation count. The 6,000 figure is a decade-long workforce estimate.
But the gap is clear: the existing U.S. mining engineering pipeline is small relative to the workforce demand identified by government and industry.
DOE Targets Universities
The PROSPECT Planning Prize focuses on building that pipeline.
DOE is asking eligible academic institutions to develop implementation-ready plans that can increase the number of graduates and other credentialed workers entering mining and critical-minerals careers.
The programs can extend beyond traditional four-year degrees. DOE says proposals may support early-career professionals, incumbent workers, educators and students at universities, community colleges and high schools.
The wider PROSPECT initiative covers the full critical-minerals workforce. Its scope includes production, processing, recovery and recycling.
That means mining engineers are only one part of the talent pipeline DOE is trying to expand.
$16 Million Within a $100 Million Program
The Planning Prize is the first specific competition under the broader PROSPECT workforce initiative.
DOE announced up to $100 million for PROSPECT in August. The program includes support for education, financial assistance, curriculum development, teaching tools and other workforce measures.
The new Planning Prize has a narrower role. It will fund universities developing strategies to expand mining and critical-minerals education and training.
The total prize pool is $16 million, with each winner eligible for up to $1 million. The National Laboratory of the Rockies will manage the competition through the American-Made program.
Applications opened September 14, 2026, and close October 5.
The money is for workforce planning and program development. It is not a $16 million investment in mining projects or a direct payment to mining companies.
Why Mining Needs the Talent
Mining projects require engineers at several stages, from mine design and production planning to operational support.
The workforce requirement also extends beyond mining itself. Processing plants, recovery operations and recycling facilities need specialised technical skills.
The National Academies data show how sharply the U.S. mining education pipeline has contracted. Undergraduate enrollment across the 14 mining engineering programs fell 60% between 2015 and 2023, while annual degrees fell from 371 to 162.
Those figures provide important context for DOE’s current workforce push.
The challenge is not simply producing more mining engineers. The wider critical-minerals sector needs people with skills across the supply chain.
Beyond Mining Engineering
DOE’s approach reflects that broader requirement.
PROSPECT targets workers involved in producing, processing, recovering and recycling critical minerals. It also allows programs to train people already working in the sector, rather than focusing only on new university graduates.
That could give universities more flexibility in designing workforce programs.
It also recognises that a larger mining engineering workforce alone would not fill every skills gap. Modern mineral supply chains require expertise across engineering, processing, materials and recycling.
The Test Comes After the Prize
The $16 million prize can help universities design new programs. It cannot, by itself, produce thousands of additional engineers.
The real test will be whether more students enter these programs, complete them and move into mining and critical-minerals jobs.
Universities will need to turn their plans into programs that attract students and deliver relevant training. Employers will then need pathways that connect those graduates and trained workers with industry.
DOE’s goal of doubling relevant graduates within two years sets an ambitious near-term target.
The longer-term question is whether the expanded workforce can meet the engineering and technical needs of a growing U.S. critical-minerals sector.
For now, DOE has put federal funding behind a workforce problem documented for years in U.S. mining education.
The next measure will be what universities do with the opportunity—and whether those programs create a larger, sustained pipeline of engineers and other specialists.
