Gruvaktiebolaget Viscaria, a subsidiary of Copperstone Resources, has finalized arrangements to deploy a fully autonomous underground fleet as part of a sweeping infrastructure and operational overhaul designed to secure Europe’s critical mineral supply chains.
The reopening of Viscaria represents one of the most significant brownfield base metal developments in Scandinavia. With environmental permits secured following legal clearances, project developers are navigating a critical multi-year transition spanning infrastructure construction, specialized water treatment installation, and high-tech fleet integration. As global demand for electrification metals intensifies, operators, investors, and policymakers are closely monitoring the project's execution timeline, capital requirements, and risk profile.
Sandvik Autonomous Fleet Deployment
At the core of Viscaria’s underground operational strategy is an equipment contract awarded to Sandvik for an advanced, automated production fleet. The agreement covers eight heavy-duty underground machines: four Sandvik DL432i longhole production drills and four Toro LH621i underground loaders.

Booked in the third quarter of 2026, delivery of the machinery is scheduled to run from January through August 2027. All units will operate under Sandvik’s AutoMine Multi-Lite automation platform, enabling multi-machine control from a centralized surface command center. According to technical specifications outlined in the project's definitive feasibility study, the deployment of this high-capacity fleet is essential to achieving Viscaria's target steady-state production rate of approximately 26,000 tonnes of copper in concentrate per year over an initial 17-year mine life. Sandvik will also provide comprehensive lifecycle services, ensuring continuous maintenance, telemetry support, and software updates as underground stoping expands.
Permitting Milestones and Regulatory Clearance
Viscaria’s path to operational readiness required clearing extensive legal and environmental hurdles. The underground deposit, located just outside the mining hub of Kiruna, holds a formal processing concession (V K No. 7) granted by the Swedish government.
In May 2024, the Land and Environment Court in Umeå issued the necessary environmental permit, authorizing the extraction and processing of up to 3.6 million tonnes of ore annually. Subsequent appeals challenging the ruling were formally dismissed by Sweden’s Supreme Court in April 2025, granting the permit full legal force and clearing the final regulatory obstacle to construction.

Infrastructure and Production Timeline
Construction activity across the site accelerated significantly following the conclusion of legal appeals. Groundworks for the primary ore enrichment plant commenced in early 2026, alongside construction of tailings management facilities scheduled for completion in late 2026.
Logistics integration achieved a major milestone in June 2026 with the successful connection of the site’s railway yard to the Malmbanan main railway line. This heavy-haul rail link provides direct access to northern export ports, solving the logistical challenge of transporting copper concentrate to European and global smelting markets.

The project timeline projects key operational milestones across the next three years:
- 2027: Completion of the mineral enrichment plant; delivery and on-site commissioning of the Sandvik automated fleet; initial processing of run-of-mine ore yielding first concentrate.
- Late 2027 to Early 2028: Dispatch of the first commercial train shipments of copper concentrate to customers.

Despite robust feasibility metrics: including an estimated after-tax NPV of SEK 4.4 billion and an IRR of 17.3%: analysts and financial institutions highlight several distinct risk factors that could influence project execution.
1. Capital Expenditure and Financing Risk
The total capital expenditure required to bring Viscaria to full commercial production is estimated at approximately SEK 9 billion. Copperstone Resources has outlined a projected financing structure intended to comprise roughly SEK 2 billion in equity and SEK 3 billion in debt financing. Macroeconomic volatility, tightening credit conditions in the resource sector, or potential construction cost overruns could impact the final capital structure and delay debt-free targets, which management projects to reach by 2033.
2. Construction and Schedule Execution

Viscaria's current Mineral Reserve stands at 41 million tonnes, supporting the initial 17-year mine life out of a total resource inventory of 108 million tonnes grading 0.90% copper. The company maintains an exploratory objective to expand total resources to between 140 million and 160 million tonnes over the medium term. However, translating exploratory drilling success into proven reserves remains subject to geological variance.
