A Historic Turn in Minas Gerais
Brazil’s Vale S.A. (VALE3.SA), one of the world’s largest iron ore producers, has reopened its Capanema mine in Ouro Preto, Minas Gerais, after 22 years of inactivity. The move signals not only a fresh injection of supply but also a decisive shift in mining methodology. Unlike conventional iron ore projects, Capanema will operate entirely without water in processing, eliminating the generation of tailings and the need for storage dams.
Vale expects the mine to contribute 15 million metric tons per year of iron ore, helping the company achieve its 2026 production guidance of 340–360 million tons. For a producer that accounts for roughly 15% of global seaborne iron ore trade, this expansion has implications far beyond Minas Gerais, strengthening supply reliability at a time when China, Europe, and India remain sensitive to iron ore price volatility.
Investing Heavily in Dry and Safer Mining
To support this transformation, Vale announced a R$67 billion ($12.3 billion) investment program in Minas Gerais through 2030. Most of the capital is earmarked for filtering and dry stacking technologies, aimed at cutting the company’s dependence on dams from 30% to 20%.
This pivot follows regulatory and societal pressure after the Mariana (2015) and Brumadinho (2019) tailings dam failures, which killed more than 270 people combined and imposed billions in damages. Today, investors, regulators, and communities expect mining majors to demonstrate credible risk reduction strategies. Vale’s funding package also covers modernization across five operational complexes in Minas Gerais, with priorities including geotechnical monitoring, digital connectivity, and fleet renewal.
The Broader Context of Waterless Processing
Vale has gradually moved toward dry processing across its portfolio. In its Northern System, which includes the Carajás complex, 90% of iron ore output is already processed without water. By 2027, the company targets 100% elimination of water use in Carajás, according to filings with Brazil’s securities regulator (CVM).
Parallel to this, Vale is advancing a circular mining program, reprocessing tailings to extract additional ore. By 2030, the company projects that 10% of its total production will come from reprocessed waste — a significant step in resource efficiency and ESG performance.

Mining accounts for around 10% of industrial water withdrawals globally, according to the International Council on Mining and Metals (ICMM). Dry processing reduces water use by as much as 93% compared with conventional beneficiation. In water-stressed regions or those vulnerable to extreme rainfall, like Minas Gerais, this is a critical operational safeguard.
Circularity and Resource Efficiency
Reprocessing mine waste extends mine life, reduces land disturbance, and aligns with broader circular economy principles now embedded in EU taxonomy frameworks and ESG investment screens.

Capanema incorporates autonomous haulage, improved digital connectivity, and real-time geotechnical monitoring, reflecting the convergence of safety, efficiency, and automation in next-generation mines.
Challenges Still Ahead
Scaling dry stacking in tropical regions remains technically demanding. According to Vale’s internal engineering disclosures, tailings output per operation can reach 50,000 tons per day, requiring robust drainage and compaction systems. Regulatory hurdles also persist, as environmental licensing in Brazil is often subject to political scrutiny and public resistance.
Vale must also continue to manage the legal and reputational fallout of its dam failures, with settlement negotiations ongoing. While investors welcome the company’s capital discipline and ESG positioning, skepticism lingers over execution risk.
