The miners who died last week weren’t pulling down six-figure salaries or benefits packages. They earned a few dollars per day, digging manually with hand tools in conditions that would shut down operations instantly in any country with enforceable safety regulations.
Rebel Control Complicates Everything
The Rubaya mine has been under the control of the M23 rebel group since 2024. The group, sometimes referred to as AFC/M23, operates a parallel administration separate from the Congolese state to regulate the mine’s operations, according to United Nations experts.
This isn’t a minor bureaucratic footnote. It means there’s no meaningful government oversight, no independent safety inspections, and no accountability when disasters like this occur. The M23 essentially runs the show, collecting revenues from a resource that feeds into global supply chains while providing minimal protections for the people doing the actual extraction work.

The rebel control adds layers of complexity to any potential response or investigation. Who conducts the inquiry? Who enforces new safety standards? Who compensates the families of the dead? These questions don’t have clear answers when the entity in charge is a non-state armed group with its own governance structures.
The Safety Void
Artisanal and small-scale mining operations across the DRC have long struggled with safety issues, but sites under rebel control face an entirely different set of challenges. There’s no enforcement mechanism for basic protections like shoring up excavation walls, monitoring weather conditions, or evacuating workers when landslide risks increase.
The two landslides that struck Rubaya last week were triggered by heavy rains: a predictable seasonal hazard in the region. In a regulated mining environment, operations would have been suspended or workers relocated to safer areas. At Rubaya, the work continued until the hillside gave way.
The lack of safety infrastructure extends beyond landslide prevention. Reports from the ground indicate that many victims were buried so deeply that recovery efforts require heavy machinery that simply isn’t available in the area. Local crews are working with shovels and their hands, racing against time and the likelihood of additional collapses.
Global Supply Chains Meet Local Tragedy
The electronics industry has spent years attempting to clean up its supply chains and distance itself from conflict minerals. Major manufacturers now publish detailed reports on their sourcing practices, and some have implemented traceability programs designed to ensure their tantalum doesn’t fund armed groups or exploit vulnerable workers.

But the Rubaya disaster exposes the limits of those efforts. When a single mine under rebel control supplies 15% to 30% of the world’s coltan, it becomes nearly impossible to avoid material from that source entirely. This isn’t to say traceability programs are worthless. They’ve made progress in some regions and created incentives for better practices. But they can’t solve the fundamental problem: global demand for coltan far exceeds the supply available from fully regulated, conflict-free sources.
The Human Cost
Behind the statistics and supply chain analysis are 277 families that lost someone last week. The victims included children: some working alongside parents, others likely orphaned by earlier conflicts or poverty and forced into mining to survive.
Eastern DRC has endured decades of armed conflict, displacement, and humanitarian crises. Mining offers one of the few available income sources, even when the work is dangerous and controlled by armed groups. For many residents of the region, the choice isn’t between safe mining and unsafe mining. It’s between mining and starvation.
The provincial government has promised investigations and support for affected families, but those pledges ring hollow in a region where state authority barely extends beyond major towns. The M23’s control of Rubaya means any meaningful accountability will have to come from outside the formal government structure: and that’s unlikely to happen.
What Happens Next
The immediate priority is recovering victims still trapped under debris and providing medical care for survivors. Longer-term questions about safety improvements, regulatory oversight, and compensation will take months or years to resolve, if they’re addressed at all.
For the global electronics industry, the Rubaya disaster creates a PR problem and a supply chain headache. Some manufacturers may accelerate efforts to diversify their tantalum sources or invest in alternative materials. But those transitions take time, and coltan from eastern DRC will continue flowing into global supply chains for the foreseeable future.
The disaster also highlights the limits of corporate responsibility programs when operating in conflict zones. You can audit your direct suppliers and implement traceability systems, but when the mine producing your raw material sits under rebel control in a region with minimal state authority, your leverage approaches zero.

Your smartphone may have excellent build quality and cutting-edge features, but the tantalum capacitor inside might have been refined from coltan pulled from the ground by someone earning three dollars a day with no safety equipment.
That’s not an argument for boycotting electronics or abandoning technology. It’s a recognition that global supply chains connect us to realities we’d prefer not to think about: and that market forces alone won’t solve problems rooted in armed conflict, weak institutions, and desperate poverty.
The 277 people who died at Rubaya last week weren’t victims of bad luck or an unpredictable natural disaster. They died because the economic and political conditions governing coltan extraction in eastern DRC value production over human life. Until those conditions change, more tragedies will follow.
